Over a billion dollars in the red due to the poor and medicaid. The Poor translates as assorted illegal aliens, refugees, anchor babies etc.
Washington State is a jackpot state for illegal aliens and is now heavily in debt due to the welfare payments: medicaid etc. Illegals can get drivers licenses in Washington , making it another magnet
