Friday, June 28, 2013 - Hillsboro School District was alerted today that one of its classified substitutes, Rafael Abinacer, has been arrested and charged with Sexual Abuse 1st Degree, Sodomy 1st Degree, and Sodomy 2nd Degree. He is currently in custody.

District substitutes are screened, managed and dispatched through Northwest Regional Education Service District

(NWRESD), but are employed by Hillsboro School District. Mr. Abinacer was hired by the District on March 18, 2013. He voluntarily indicated on his employment application that he was convicted of felony possession of a non-registered firearm and sentenced to five years' probation in New York City in 1993. Due to the nature and lack of recency of this conviction, however, it didn't preclude him from being considered for a substitute position, and once a national background check and fingerprinting came back clean he was hired as a substitute. The District's initial investigation indicates that neither the District nor NWRESD has received any complaints or concerns about Mr. Abinacer.

His assignments with Hillsboro School District were as either a Special Education Assistant or Bilingual Assistant; dispatches were as follows:
* Lincoln Street Elementary School - 40 days
* Jackson Elementary School - 1 day
* W.L. Henry Elementary School - 1 day
* Eastwood Elementary School - 1 day
* Minter Bridge Elementary School - 1 day
* Brown Middle School - 1 day
* Evergreen Middle School - 1 day
* South Meadows Middle School - 1 day
* Liberty High School - 1 day

The Washington County Violent Crime Detectives believe there may be additional victims of unreported crimes committed by Mr. Abinacer and are asking for the public's help regarding this case. Anyone who has information is asked to contact their office at 503-846-2500.

As always, the safety and security of students is the Hillsboro School District's top priority. The Human Resources Department is in the process of terminating Mr. Abinacer's employment effective immediately.
