Update #2: Citation Information - Serious Injury Traffic Crash - Highway 99E north of Brooks in Marion County (Photo) - 09/20/13
A Woodburn-area woman was cited by Oregon State Police (OSP) in connection with the investigation into the cause of Thursday afternoon's two-vehicle serious injury traffic crash along Highway 99E about three miles north of Brooks. The offending driver, DURAN NEGRETE, was cited by OSP for No Operator's License and Failure to Maintain Lane of Travel.
On September 19, 2013 at approximately 2:55 p.m., a 2003 Ford Explorer driven by EBELIA DURAN NEGRETE, age 49, from Woodburn, was northbound on Highway 99E near Waconda Road NE when it traveled across the centerline and collided head-on with a 2002 Mitsubishi Galant four-door driven by JOSE SILVERIO LOPEZ LLAMAS, age 46, from northeast Salem. f from Mexico An OSP trooper witnessed the crash and started emergency medical care after requesting fire and medical response.

Marion County Fire District #1 firefighters and LifeFlight responded to the scene. Firefighters extricated LOPEZ LLAMAS and he was transported by LifeFlight to a Oregon Health & Science University with serious injuries.

DURAN NEGRETE was transported by ground ambulance to Salem hospital with minor injuries.

The highway was briefly closed for emergency response and investigation. ODOT also assisted on scene.

OSP troopers from the Salem Area Command office are continuing the investigation. Senior Trooper Frank Hagen is the lead investigator.
