Tigard Police Arrest Three Connected To a Shopping Spree Using Counterfeit Credit Cards

On Monday November 18th, Tigard Police was alerted by loss prevention at a popular Washington Square Mall retailer, that several people were allegedly conducting purchases using fraudulent credit cards. The retailer further identified the three suspects and called police to investigate.

The following day, investigators followed up with several other retailers inside the mall. Based upon information obtained, investigators with the Tigard Police Commercial Crimes Unit were ultimately able to locate the vehicle allegedly used by the suspects. An investigator spotted the vehicle parked in a lot at the Holiday Inn Express on NW Vaughn St. in Portland. All three suspects were taken into custody as they prepared to check-out of the hotel. A search warrant was obtained and investigators seized numerous counterfeit credit cards.
The trio was lodged at the Washington County Jail on charges of Payment Card Factoring; Aggravated Theft I and Aggravated Identity Theft. Arrested were: Xiaoling Cao DOB 031384 of Monterey, CA; Khailee Soong DOB 071389 of Monterey Park, CA; Mengzhao Tu DOB 021393 of Rosemead, CA.

Investigators are continuing the investigation. Information obtained from multiple retailers indicates that the three suspects may be responsible for as much as 150K in fraudulent credit card purchases in Oregon and California within the past two months. In Tigard alone, over 8K in fraudulent purchases was identified from Sunday and Monday of this week. Investigators expect the losses to rise once retail records are fully checked.
