On Friday February 1, 2013, at 6:11 p.m., Portland Police officers assigned to the Gang Enforcement Team spotted a silver SUV with Texas license plates driving through the Woodlawn neighborhood in Northeast Portland. The vehicle matched the description of the suspect vehicle from a Thursday night "flash mob" theft at the Lloyd Center Macy's.
Officers conducted a traffic stop on the vehicle at Northeast 22nd Avenue and Morgan Street. The officer that took the original theft report on Thursday night responded to the scene and recognized the driver as one of the suspects observed on surveillance video.
The driver, 18-year-old Rosaayla Campbell, was arrested without incident. One of the other three passengers, 18-year-old Rasool Islam, was also arrested without incident. The two additional passengers were released without charges.
Campbell was charged with Organized Retail Theft and Theft in the First Degree. Islam was charged with Organized Retail Theft, Theft in the First Degree and Theft in the First Degree (By Receiving).
Both were booked into the Multnomah County Jail.
The investigation is continuing and additional arrests are possible.

This evening, Thursday January 31, 2013, at 7:15 p.m., Portland Police officers assigned to North Precinct responded to the report of a "flash mob" theft at the Lloyd Center Macy's.
Officers arrived and spoke with loss prevention officers (LPO's) who told police that 5-6 African American male and female teens entered the Macy's store and grabbed several pairs of jeans then ran out into the main mall. The group then exited the mall through Sears at the East end of the mall.
A silver SUV with Texas plates was seen picking up the group and was last seen headed westbound on Broadway.
LPO's estimate that 8-13 pairs of Levi's jeans were stolen, estimated to be a loss of nearly $1,000.
Surveillance images will be released when they become available.
