During the traffic stop the officers established probable cause that drugs might be inside the vehicle. A police K9 was brought in and a search of the stopped vehicle showed that there was methamphetamine inside the vehicle. A complete search of the vehicle disclosed approximately seven pound of methamphetamine. The driver was identified as Jose Ortiz-Ledezma 30 years of age from Mexico. Two felons were arrested on drug possession charges following a traffic stop on Interstate 5 Wednesday afternoon.

At about 3:00pm, Sr. Deputy Kevin Ely spotted a 2011 Ford Edge traveling northbound I-5 near Mission Street. The car's speed was confirmed by LIDAR at 86mph in the 60mph zone. The car was rapidly changing lanes and passing other cars.

After stopping the car, Deputy Ely detected a strong odor of marijuana coming from the inside of the car. A search revealed over two pounds of marijuana, vacuum-sealed in individual bags and stored in a duffle bag. Ely found smaller amounts of marijuana on the driver and passenger of the car. Additionally, he found handwritten notes indicating the men were involved in prior sales of marijuana.

The driver was identified as Deonta James Broussard, 30, of Seattle Washington. His passenger was 22-year old Dominique Turner of San Francisco, California. Broussard's 6-year old daughter was a rear seat passenger.

Broussard told the deputy he was divorced from his daughter's mother, who lives in California. He had travelled to California to pick up his daughter and bring her to Washington for a visit. Neither man would discuss the marijuana found in the car.

Broussard has an extensive criminal record in California. His record includes convictions for possession machine guns, theft and selling drugs. Turner has a prior conviction for possessing stolen property.

Both men were booked into the Marion County Jail and charged with possession of a controlled substance (marijuana), distribution of a controlled substance (marijuana), and child endangerment.

Broussard's daughter was placed in the care of the Department of Human Services, pending her return to California.

Broussard's vehicle was impounded.

Oregon State Police (OSP) Criminal Investigation Division is investigating a reported kidnapping Sunday evening of a 21-year old white female by two unidentified suspects who stopped to see if she needed help with her vehicle along Highway 730 about six miles east of the junction with Highway 395.

According to the victim, she was outside her stopped vehicle along the highway during the early evening hours of February 17, 2013 when two Hispanic Illegal Mexican males stopped and offered assistance. Shortly thereafter, the two suspects forcibly kidnapped the woman and drove her in their dark colored sport utility vehicle an unknown distance before she was able to escape and hide from the suspects in nearby brush off the highway.

OSP detectives are continuing to investigate and are asking anyone with information regarding this reported crime to contact OSP Detective Jeremy Gunter at (541) 278-4090 ext. 4951. Portland Police Bureau Traffic Investigators have identified the suspect and recovered the van connected with the Thursday morning hit and run death of 56-year-old Tommy Gann on Southeast Holgate Boulevard.

57-year-old Victorio Nogueda-Berrera is wanted for Felony Hit and Run. He is described as 5'11" tall and 200 pounds.

The white Ford Econoline he was driving has been located and is no longer of interest.

Details of the ongoing investigation will not be released at this time.

West Linn is ranked the 36th-safest city in a new list of the top 100 issued by a real estate information service. The list, by NeighborhoodScout, lists Lake Oswego as the 84th-safest among cities with at least 25,000 residents.

NeighborhoodScout compiles information on livability factors such as traffic, public schools, appreciation rates and real estate costs for would-be buyers and sellers. For the safety rankings, NeighborhoodScout compared the total number of property and violent crimes reported to the FBI in 2011 per 1,000 residents -- the latest final figures available.
The safest city was found to be Franklin, Mass., a city of 31,635 about half-way between Boston and Providence, R.I.
The most-dangerous city is listed as East St. Louis, Ill., a city of 27,027 directly across the Mississippi River from St. Louis, Mo.
In West Linn, NeighborhoodScout noted 10 violent crimes and 268 property crimes, for a total of 278 incidents.  The safest neighborhoods were found to be Willamette Drive/Marylhurst, City Center, Robinwood, Shadowood and Willamette.
In Lake Oswego, NeighborhoodScout noted 19 violent crimes and 502 property crimes for a total of 521. The safest neighborhoods were Forsberg Road/Suncreek Drive, South Shore Boulevard, City Center and South Lake Oswego.
Violent crimes used in the tally include murder, rape, armed robbery and aggravated assault. Property crimes include burglary, larceny-theft and motor vehicle theft.
NeighborhoodScout intends to update its list when the final 2012 figures are available from the FBI.

On Friday February 1, 2013, at 6:11 p.m., Portland Police officers assigned to the Gang Enforcement Team spotted a silver SUV with Texas license plates driving through the Woodlawn neighborhood in Northeast Portland. The vehicle matched the description of the suspect vehicle from a Thursday night "flash mob" theft at the Lloyd Center Macy's.

Officers conducted a traffic stop on the vehicle at Northeast 22nd Avenue and Morgan Street. The officer that took the original theft report on Thursday night responded to the scene and recognized the driver as one of the suspects observed on surveillance video.

The driver, 18-year-old Rosaayla Campbell, was arrested without incident. One of the other three passengers, 18-year-old Rasool Islam, was also arrested without incident. The two additional passengers were released without charges.

Campbell was charged with Organized Retail Theft and Theft in the First Degree. Islam was charged with Organized Retail Theft, Theft in the First Degree and Theft in the First Degree (By Receiving).

Both were booked into the Multnomah County Jail.

The investigation is continuing and additional arrests are possible.

Portland Police Investigate Flash Mob Theft at Lloyd Center Macy's

This evening, Thursday January 31, 2013, at 7:15 p.m., Portland Police officers assigned to North Precinct responded to the report of a "flash mob" theft at the Lloyd Center Macy's.

Officers arrived and spoke with loss prevention officers (LPO's) who told police that 5-6 African American male and female teens entered the Macy's store and grabbed several pairs of jeans then ran out into the main mall. The group then exited the mall through Sears at the East end of the mall.

A silver SUV with Texas plates was seen picking up the group and was last seen headed westbound on Broadway.

LPO's estimate that 8-13 pairs of Levi's jeans were stolen, estimated to be a loss of nearly $1,000.

Surveillance images will be released when they become available.

I was knocking out roofing squares for 25 dollar a square in the 80s and 90s during school. Thank fully I got out of skilled labor. I see adds up for 10 dollar a square using the economy as an excuse. See why all the construction sites you drive by now are only Mexican? They have no bills or responsibilities because they are used to packing up and changing names to take on a new address and no one can tell them no.

My family has a strip mall and apartment complexes and the Mexicans/Russians/Asians come in with paper work demanding that a percentage of it be rented out to migrants for almost free. If you tell them no, you get racism charges or shut down by zoning for not following the ''''''''freebees for immigrants'''''' laws. All you can do is wait for the melt down. They charge up bills to the address and you can never rent it out again until you pay off the bills. The companies they owe tell you to sue them. Yep, utility companies that gave these non-payers the accounts due to immigrant laws don't have to hunt them down, property owners that fought it to begin with do, or you can never get it turned back on again.


Everything is passed on to the next person until it reaches you. Same with property damage. Insurance companies will refuse to re-imburse you without a claim filed by the tenant and they are already off on a new name and address. The USA is in a melt down and now they want to extend term limits to the hethens that refuse to leave office using the immigants to re-elect them.
