Vancouver, WA - On July 31, 2013, the Southwest Washington League of United Latin American Citizens (SWWA LULAC Council 47013) and the Vancouver Police Department signed a Partnership Agreement with the goal of working in partnership with all community members to enhance livability and safety and increase positive relationships. SWWA LULAC Council President Diana Perez, Council Chair of Law Enforcement Relations, Wilfredo Collins, and Vancouver Police Department Interim Chief Chris Sutter have been working together to develop this agreement. "This partnership will be a foundation for making Vancouver a better place and can serve as a model into the future", says Perez.

The Philosophy statement of the partnership agreement says:

"The Vancouver Police Department is committed to working in partnership with all community members to enhance livability and safety and increase positive relationships. The department recognizes potential barriers in our community which include language, cultural differences, cultural misunderstandings, mistrust, and fear. The Vancouver Police Department (VPD) and Southwest Washington League of United Latin American Citizens (SWWA LULAC) Council #47013 are dedicated to overcoming these barriers through increased community partnerships and relationship building."

There are several objectives that will help guide the work and strengthen the partnership and the agreement will be reviewed annually to track progress and set new objectives as needed.

The Vancouver Police Department also has an external group of community members, The Chief's Diversity Advisory Team (CDAT) as well as an internal group of Vancouver Police Officers (Community Outreach Officers) who will play integral roles in this partnership agreement. "The signing of this partnership agreement is a result of an ongoing relationship and mutual commitment to enhance communication, strengthen relationships, and reduce cultural barriers.
