DEAR FRIENDS,
Just when it seemed like the amnesty threat might have been killed for this year, ominous signals have been coming from the House Republican leadership that are more pro-amnesty than anything they have said all year.
I haven't had a lot to ask you to do since the fight moved to the House because you have a Democratic U.S. Representative and because nearly all of the decision about whether an amnesty comes to the floor of the House this year is in the hands of Republicans.
But you can really help out right now by picking up the phone and calling the Republican Rep in your state and asking for him to act today on the "no-conference" letter described in the red Action box.

CALL THIS GOP REPRESENTATIVES IN YOUR STATE AND URGE HIM TO SIGN ONTO THE "NO CONFERENCE" LETTER THAT WILL BE DELIVERED TO HOUSE SPEAKER JOHN BOEHNER.

Your phone call needs to:
(1) DECRY ANY TALK OF BRINGING A "LEGALIZATION" BILL TO THE HOUSE FLOOR THIS AUTUMN
The Speaker has promised that he won't bring immigration bills to the floor that are opposed by more than half of Republican Representatives. So, your first point is to make sure your Rep. is against any amnesty bill of any kind.
(2) ASK THE REPRESENTATIVE TO SIGN A CRITICAL "NO CONFERENCING" LETTER TO SPEAKER BOEHNER.
This letter is being circulated by Rep. Steve Stockman (R-Texas). It asks Speaker Boehner to promise that any immigration bill that passes the House will not be allowed to be conferenced with the Senate's comprehensive immigration bill.
This is needed because there may be some smaller immigration bills that a majority of Republicans support and that we may also support. But if they are passed, the Senate can then use them to move into a joint "conference" that will try to at least split the difference between the good bills and the giant Senate amnesty bill.
The letter seeks to put Speaker Boehner on record that if any good immigration bills pass the House, they will NOT be "conferenced" with the Senate amnesty.
Rep. Stockman started gathering signatures last week and decided to keep the letter open this week to gain more signers. (Read the entire text below.)
The best way to know that a Representative is not giving "no-amnesty" talk to the public but "pro-amnesty" hand-signs privately to the Speaker is to get that Rep. signed onto this letter.
BACKGROUND
Confusing signals are coming from the House GOP leadership the last several days.
On the one hand, they are continuing their long promise to ignore the Senate's giant amnesty bill.
But they are now indicating they want to have votes this fall on their own amnesties (although they of course don't admit they are amnesties).
  • One "legalization" would be for illegal aliens brought here as children.

  • And the other "legalization" would be for the rest of the 11 million. The presumed difference in this and the Senate amnesty would be that House Republicans would not offer the illegal aliens a "special path to citizenship."

    Just remember that whether illegal aliens get a "special path" to citizenship or some kind of general path, or no path at all, they still get lifetime work permits to compete against American workers.
If these are trial balloons to see if the voters are paying attention, it is of utmost importance that you pop those balloons today with your phone calls.
TEXT OF THE STOCKMAN 'NO-CONFERENCING' LETTER TO SPEAKER BOEHNER
Dear Mr. Speaker:

"If we go to conference, we would win."

That's Senator Harry Reid's assessment of the Democrats' strategy to take one or more (House) Republican bills related to border security or immigration and seek to win in a conference committee.

Senator Chuck Schumer amplified upon the strategy; "the end game strategy is to get to a conference with the Senate (comprehensive) bill by having the House pass a group of bills."

The House conferees would, according to Reid's and Schumer's strategy, agree to conference the Senate's bill; resulting in the President signing a bill to award amnesty to millions of illegals.

Beyond Schumer's belief he can get House Republicans into a conference, there is a serious parliamentary problem in agreeing to conference the bill.

According to the rules, if a bill goes to conference with one issue committed by the House and many issues committed by the Senate, the only question with respect to the non-House issues is whether how much of the Senate position to adopt. The House goes to conference with no position on any of those questions.

House Republicans must avoid any actions which could undermine the House's intention of passing narrowly-focused immigration-related bills.

Therefore, we respectfully ask that you not bring up any immigration-related bills without a commitment that the House will not conference House bills on immigration-related issues with a comprehensive or multi-issue bill from the Senate.
